Should young drivers go through mild professional drive course to learn how to drive?

I think all new drivers young or not should go through as much training as they can. So few kids take driving seriously just sliding by to get a license but they don’t realize they are operating a killing machine. In Japan it cost’s thousands of dollars to get a license because of the required classes before you can take the test.
